Michael J. Mestrovich, PhD, is President and CEO of Unlimited New Dimensions, LLC. (www.undllc.com). His company provides consulting services to commercial and government entities that are developing their enterprise and operational strategies for the ever changing environments of the 21st century. These services are focused on the areas of: acquisition and acquisition life cycle processes; web based applications and e-Business processes; internet/intranet based solutions; enterprise level services; interface and enterprise architectures; information assurance; public key infrastructure; critical infrastructure protection; network-centric solutions; identity management and credentialing; homeland security and executive education in areas of information management, change management, leveraged teaming, and knowledge management. His undergraduate degree is from the University of Notre Dame, his Masters from Duquesne University and his Doctorate of Philosophy in Economics from the University of Notre Dame.
Prior to his present position he served for thirty years in the Department of Defense (DoD) as member of the Senior Executive Service, in information management/technology programs.
As the Deputy Assistant Secretary, Health Management Systems, Office of Assistant Secretary of Defense for Health Affairs, he was responsible for the acquisition of health information systems throughout DoD, which included the Defense Enrollment Eligibility Reporting System (DEERS), the Defense Medical Systems Support Center (DMSSC) programs, and the Composite Health Care System (CHCS).
As the Information Management Executive for the Under Secretary of Defense for Acquisition and Technology, he was responsible for advising the Under Secretary on matters of strategic acquisition direction for electronic commerce initiatives and the Information Management program within the DoD and its interfaces with industry. As the Deputy Director for Enterprise Integration in the Defense Information Systems Agency, he was responsible for the strategic direction, planning, and implementation of the Enterprise Integration acquisition initiatives for DoD information systems. These acquisition systems included those in the areas of personnel, finance, logistics, medical and command and control. As Director, Center for Integration and Interoperability, Corporate Information Management (CIM), Office of the Assistant Secretary of Defense, Command, Control, and Communications, he was responsible for implementing systems migration and modernization initiatives throughout DoD to include “best commercial practices” concepts, and the Government Wide Defense Enterprise Integration Services (DEIS) acquisitions.
He is active in many industry forums such as AFCEA and the Federation for Identity and Cross Credentialing Systems (FiXs). He is currently and has been, the Chairman of the Program Advisory Board for E-GOV 2002 thru 2006 Homeland Defense and Information Assurance Conferences; Chairman Emeritus of the AFCEA Technical Committee. He is also President of the Federation for Identity and Cross Credentialing Systems (FiXs).Dr. Mestrovich and his wife Jane, reside in Montclair, Virginia.

Warren Blosjo is the sole proprietor of 3FACTOR, LLC providing advisory/consulting services in information security and identity management. After retiring from the Army where he served as a human intelligence specialist and Signal Corps officer, Mr. Blosjo spent the last 25-years in public service, corporate employment, and as a consultant. He has been a contracting officer, program manager and policy analyst solving problems for the Departments of the Army and Navy. During his corporate tenure, he provided smart card system business development for Litton PRC/Northrop Grumman. Pursuing an independent career, he has represented vendors providing specific segment solutions to the federal government and commercial sector including identity management and biometric systems. Mr. Blosjo currently provides advice and consulting to the government for smart card enabling consistent with Federal Identity, Credential, and Access Management policy.
A founding member of FiXs, Mr. Blosjo continues to assist in refining the transparent policy, methods and means required for each citizen to manage and protect their own identity and resources.
Mr. Blosjo lives in Northern Virginia with his wife and daughter. His hobbies include golf.

Rob Russell is Vice President, Business Operations for Data Systems Analysts, Inc. Rob Russell manages all aspects of the company’s human resources, recruiting, contracts administration, security, and IT support. Prior to DSA, Rob worked with ChoicePoint Government Services, where he managed the initiation of the Identity Management practice and contributed to the growth of the company’s government practice into a multimillion dollar line of business. He had previously served as ChoicePoint’s Director of Marketing and Product Launch, where he planned and directed new product development initiatives in concert with technical, sales, marketing and executive staffs.
Rob has also provided support in designing business and personnel processes at US Army installations. He has over 10 years of experience working with Federal clients to develop technical, sales, marketing and executive strategies. He serves on the Board of Directors of the Federation for Identity and Cross-Credentialing Systems (FiXs), and is an Identity Management Committee member of the Information Technology Association of American (ITAA). Rob received a Bachelor of Arts degree in History, and holds a Master of Business Administration degree, both from The College of William and Mary.
